Announcement No. 3 of August 19, 2025

 On July 31, 2025, a regulation of the Minister of Science and Higher Education was published (Journal of Laws of 2025, item 1045) specifying the types of documents certifying knowledge of the Polish language and the foreign language in which education is provided during studies - in a specific field, level and profile - at a language proficiency level not lower than B2. These provisions apply to foreigners who are not citizens of the European Union within the meaning of Art. 2 item 3 of the Act of July 14, 2006 on the entry into, stay in and departure from the territory of the Republic of Poland of citizens of European Union Member States and their family members (Journal of Laws of 2024, items 633 and 1688 and of 2025, item 619), applying for admission to studies.

We hereby inform you that, in light of the new regulations arising from the Regulation of the Minister of Science and Higher Education of July 30, 2025 (Journal of Laws, item 1045), regarding the types of documents certifying knowledge of the language of study, universities cannot conduct entrance exams in the language of study and certify knowledge of the language of study. Therefore, the entrance exam in the language of study at Rzeszów University of Technology will not be held.

Only the above-mentioned documents confirming language knowledge at least at B2 level entitle foreigners to apply for admission to studies in accordance  with the  legal regulations.

If the candidate has one of the above-mentioned documents confirming language knowledge and meets the recruitment conditions specified in § 30 paragraphs 1 and 2 of the annex to resolution No. 29/2024 of the Senate of the Rzeszów University of Technology named after Ignacy Łukasiewicz of 28 June 2024, as amended, on the conditions, procedure and start and end dates of recruitment for individual fields of first-cycle and second-cycle studies in the academic year 2025/2026, we invite you to submit your documents to the Committee for the Recruitment of Foreigners between 1st and 26th September 2025.

We would like to inform you that pursuant to the Act of 4 April 2025 amending certain acts in order to eliminate irregularities in the visa system of the Republic of Poland (Journal of Laws of 2025, item 622), from 1 July 2025 there will be a fundamental change in the rules for admitting foreigners to studies. The fundamental changes concern, in particular, the introduction of a requirement to verify knowledge of the language in which education will be conducted at the level of language proficiency, not lower than B2, and the introduction in certain cases of a requirement to conduct entrance exams. In order to implement the above changes, the University is currently working on a package of internal regulations regarding the recruitment of foreigners to studies. After their adoption, they will be immediately made public.

Due to the pending legal regulations currently being prepared by the Ministry of Science and Higher Education regarding entrance examinations, including language proficiency exams, the scope of the exams as well as the planned dates for their administration (currently scheduled for the period of 14–18 July 2025) may be subject to change.

The University is making every effort to ensure that the admission process is carried out in full compliance with applicable regulations. We understand that the current situation may cause uncertainty and inconvenience for candidates. However, our priority is to ensure a reliable and transparent admission procedure in accordance with the applicable regulations, which have undergone significant changes in 2025, although not all implementing regulations have yet been issued.

The requirements towards foreigners intending to apply for BSc studies

The documents required:

1. A personal questionnaire (SIR APPLICATION FORM) Printed from the Online Recruitment System and signed by the candidate.
2. An original secondary school certificate with an apostille or authenticated by a notary, together with its translation confirmed by a sworn translator or the consul of the Republic of Poland in the country where it was issued or any other document received abroad entitled to apply for studies. Entitling to study at universities of any type in the country where the document was issued
- the original document must be submitted for inspection by the National Council of the European Union in order to certify the compliance of the copy of the submitted document with its original.

If your secondary school certificate is subjected to recognition to continue education (document acquired in a foreign education system) you need a written decision of a superintendent of education (Kuratorium Oświaty) relevant to the place of a candidate’s dwelling. If it is out of the territory of the Republic of Poland – a superintendent of schools relevant to the main office of the university which the candidate applies (regulated by the Ministry of National Education’s decree as of 25th March 2015 about recognition of certificates issued abroad)

  • A written decision of a superintendent of education (Kuratorium Oświaty) will be issued by June 30, 2025.
  • From July 1, 2025, information from the NAWA Director on the recognition of the secondary school-leaving certificate as equivalent to the Polish secondary school-leaving certificate.

5.  A visa, residence card, or any other document allowing for a stay in Poland. 

Citizens of the European Union may stay in the territory of the Republic of Poland for a period of up to 3 months.

After this deadline, they must register their stay at the Department of Citizens' and Foreigners' Affairs of the Podkarpackie Voivodeship Office in Rzeszów.

6. Language Certificate 

  • Studies in Polish - A document confirming Polish language knowledge level B2 (a certificate of completing a one-year preparatory course).
  • Studies in English - A document confirming English language knowledge level B2. 

a copy of a document certifying proficiency in the language of instruction of the studies in a specific field, level, and profile, as referred to in the regulations issued pursuant to Article 70(5f) of the Law on Higher Education and Science, at a language proficiency level not lower than B2 — the original document must be presented to the Committee for the Recruitment of Foreigners for verification to confirm the conformity of the submitted copy with its original.

7. A declaration of an exemption from education fees (if applicable)
  • Candidates submit the documents in person to the Commission for the recruitment of foreigners within the deadline determined in the recruitment schedule.
  • The candidate sends notarized copies of the required documents by post. Please do not send original documents!!!!

8. Entrance examination of knowledge necessary to undertake studies *)


a copy of a document confirming that the entrance examination referred to in Article 70(5b)(3) of the Law on Higher Education and Science has been passed with a positive result — the original document must be presented to the Committee for the Recruitment of Foreigners for verification to confirm the conformity of the submitted copy with its original.
